WW2 Greek cap badge?

Can anyone identify this badge that I found in my fathers belongings?

I believe that it is WW2 and Greek, possibly air-force, but have not been able to find any trace of anything remotely similar anywhere.

I just did a small google search, the Owl could be the "Athenian Owl' like in the Greek myths, the closest I came was this, I believe it had to do with the Greek elections after the war. The reverse of your badge strongly resembles the writing on the left side of this patch. What I would suggest is to contact a local Greek Heritage Society in your hometown and see if they can translate the writing on your example as that would point you in a better direction IMO..

Thanks.  Yes, I also found the Westair owl of Athens / Minerva references.   The closest I have been able to find is this Greek air force officers cap badge:

Which has a number of similarities but doesn't explain where my badge fits in.

Not sure how tobacco industry comes into it but that could just be due to wartime changes of use.
