The bands almost always seem too short to attach to anything like a large cap, let alone a helmet. They are dust goggles not to be worn over the head gear but close to the face? They are elasticated at where they join the lens but they are mostly always perished. If you are looking to alter them for display, like you say, there are enough of them about that it wouldn't break the bank, perhaps extend and swap out the elastic bits?
