Dead Wake

I have been reading the book "Dead Wake" by Erik Larson, a great narrative about the sinking of the Lusitania.  I am halfway through, and according to the author, the cargo manifest included, among other things, 1,250 artillery shells, and 4,200 cases of Remington rifle ammunition (303 British I assume).  So, this makes me ask; were the Germans justified in sinking her even when it meant the deaths of over 1,300 men, women and children?

Many commercial Ships carried munitions as well as passengers, however the Germans who sunk the Lusitania had no clue if munitions were aboard....
